The theme of the Hanoi University of Civil Engineering's Development Strategy for the period 2021-2030 and vision to 2045 is: To awaken the aspiration for the University's development, promote a sense of responsibility, innovation, and creativity, improve the quality and efficiency of work while strengthening international integration, and strive to become a research university on par with the region by 2045.
Based on the history of the formation and development of the Faculty of Civil and Industrial Construction ( CC&I ) , combined with the Faculty's Mission, Vision, and Educational Philosophy, the Dean and all faculty members have developed the Faculty's development strategy until 2030 and vision until 2045 as follows:
1. Perspective
- To establish itself as a leading training center and provider of high-quality human resources in the construction sector domestically and regionally ;
- To harmoniously combine theory and practice, develop highly applicable research to become a reputable research center providing high-quality technical and technological solutions in the construction field for businesses and society ;
- To become a strong center in the construction sector, meeting the requirements of international integration, and receiving and developing new techniques and technologies in the construction field .
2. Strategic Objectives
2.1. Overall Objectives
By 2030 , the Faculty of Civil Engineering and Construction will become a leading training and research center in the country, with prestige in the region and deep integration with the international community in the field of construction ;
By 2045, the goal is to become a leading university in the country and a reputable institution in the region in the field of construction. It will be capable of self-governance in training, finance, and the organization and implementation of scientific and technological tasks in related fields.
2.2. Specific Objectives
- Maintain and improve the quality of trained human resources through innovation in training programs and teaching methods, with particular emphasis on the application of digital technology and digital transformation. Training programs should be closely linked to domestic practices and have an international perspective ;
- Building a team of highly qualified lecturers with strong pedagogical skills and excellent foreign language abilities to produce high-quality and dynamic training products that serve the community ;
- To build a team of highly qualified scientific staff with good foreign language skills, capable of searching for and collaborating with international partners to create many valuable scientific products and capable of transferring these products to businesses ;
- To build a team of research and training support staff who are highly qualified, responsible, and dedicated to the Faculty ;
- Enhancing the capacity of the management team to meet the requirements of the Faculty's development and integration process ;
- Find solutions to upgrade existing facilities to adequately support scientific research, aiming to create high-quality, applicable, and internationally reputable scientific products ;
- Collaborating with prestigious universities in the region and internationally in the field of civil engineering to enhance the capacity of faculty members, improve international publication capabilities, and broaden research directions.
3. Key tasks and solutions
3.1 Regarding organization and staff
3.1.1 Objectives
Innovate organizational methods and build advanced governance models that are consistent with the autonomous mechanism of the Faculty-level units.
3.1.2 Solutions
- Encourage teaching staff to improve their qualifications , aiming for 70% of faculty members in the department to achieve a PhD and English language proficiency at level B2 or equivalent or higher ;
- Develop a restructuring plan and implement the adjustment scheme in the following direction. Streamlining operations, eliminating overlapping management , unifying management mechanisms, and improving the efficiency of resource utilization.
- Expanding the delegation of authority and accountability to individuals and units within the Faculty, while simultaneously developing and implementing a performance evaluation system (KPIs) ;
- Develop and implement a plan to transform the Faculty into a research university, in line with the University's overall development orientation towards becoming a research university.
3.2 Regarding training
3.2.1 Objectives
Training development should focus on expanding specialized fields based on societal needs, while simultaneously improving quality according to international accreditation standards . Priority should be given to specialized fields in construction that play a crucial role in the knowledge economy and the fourth industrial revolution.
3.2.2 Solutions
- Continue to innovate training programs, training models, and teaching methods according to international standards; accredit training programs according to domestic, regional, and international accreditation standards ;
- Innovate methods of teaching and learning English for students; continue to develop English-taught programs; gradually make English the second language in all activities; strengthen international cooperation, and promote solutions to attract foreign lecturers and students to work and study here ;
- Closely link training with research, especially postgraduate training; strengthen coordination and cooperation with businesses in training activities ;
- Innovate admission methods to meet societal needs while simultaneously implementing effective communication and admissions counseling methods; focus on improving the quality and effectiveness of student support activities, and uphold the principle of putting the learner at the center.
3.3 Regarding scientific research and technology transfer
3.3.1 Objectives
Develop scientific research in line with the university's research orientation. Focus resources on a number of key areas with potential and strengths of the Faculty, while expanding into new research fields; promote technology transfer and commercialization of scientific products; build an innovative startup ecosystem; strive to become a research-oriented university by 2045 .
3.3.2 Solutions
- Develop preferential policies to encourage capable research staff, creating the best conditions for identifying research directions, and seeking and exploiting sources of funding for research ;
- Strengthen international cooperation in science and technology activities; promote the publication of scientific papers internationally;
- Encourage lecturers to register patents and utility models, and promote the transfer and commercialization of scientific products ;
- To cultivate creativity and entrepreneurial spirit in students by incorporating content on creativity, entrepreneurship, and business into the curriculum .
3.4. Regarding cooperation with businesses and international cooperation
3.4.1 Objectives
Promote effective and practical business and international cooperation activities for training, research, and human resource development.
3.4.2 Solutions
- Strengthening relationships with traditional domestic and international partners, while expanding and developing new relationships based on mutual benefit ;
- Seeking and selecting reputable and capable business partners in the construction sector, both domestically and internationally, to cooperate, attract investment, and enhance research and technology transfer capabilities to serve production ;
- Develop and expand the alumni network, strengthen activities to promote cooperation with localities and businesses in the country, and with universities and research institutions abroad ;
- Promote the exploitation of funding programs and funds , propose and implement collaborative projects with universities, research institutes, and businesses both domestically and internationally;
3.5. Regarding facilities
3.5.1 Objectives
Upgrade existing laboratories and establish a center for the application of digital technology in the construction sector to enable the implementation of training and scientific and technological tasks in line with societal trends.
3.5.2 Solutions
- Seek funding from the Ministry of Education and Training, the University, and partner organizations to upgrade the existing laboratory system ;
- Seeking funding sources to build the Digital Technology and BIM Center for the Faculty of Civil Engineering and Construction.
